I guess the larger question is, what do the best cities for social media do to make it such an incubator for technology, ideas, and startups?

How did you determine this? You could look at TwitterLocal.net’s list of cities issuing the most Tweets as an indicator of the most active social media cities:

It might be less subjective than personal opinion.
