Reconciling two competing purposes in high school policy debate
Is the issue of topicality important to policymakers? Is topicality real world?
Relevance and inclusion/exclusion is a discussion almost anywhere (especially in academic circles–aka what is the canon of literature?). For instance, in the periodical International Security and Foreign Policy 99% of the content is foreign policy related…arguably even more. And as even critical scholar Roland Bleiker points out–they are gatekeeper/gateway issues.
Or secondarily…debate as a hybrid activity that is simultaneously both academic and political. It is primarily academic, because of origins, missions, and funding. Its political goals are all in service of the academic ones. (This is a two-tiered method…a PIC of sorts–although it bares more development for sure) Also, as a practical matter of us not being in Congress…means that this model is best for us whom this is only a roleplaying exercise for education and not an actual meeting of congress–to assume otherwise is to ignore reality and truth. (depending on how this is framed…this is might also be helpful for Ks on the neg)
